					<description>When creating a new build for a test suite, I get this OK dialog:  "Toolbar set "TL_Medium" doesn't exist."

I also notice that the Notes field seems to have a problem and is not editable.

We are currently using Testlink tool 1.6.2.
I have downloaded version 1.6.3.
But I am not able to upgrade to 1.6.3.
When I try to urgrade using index.php under install folder. I get a message stating "upgrade not required for 1.6.2"</description>
