The error message shows below:
You can't do the assignment due to one of these causes:
 . There are no Requirement Specification document defined.
 . The Requirement Specifications document is empty.

But, actually, I have defined one requirement specification document, and it's not empty.

					<description>Can't find a darn email link. the download page links directly to the 1.7.0 release and probably should. It made me initially install 1.7.0, then when I migrated a DB from another 1.7.3 install the db_version of "DB 1.1" confused me as it was a different style than earlier db_version and I assumed it was old, when in fact it was newer.</description>
